RICHMOND, Calif. - This San Francisco Bay area city would now soon become the biggest in the country with a Green Party mayor.
Richmond Mayor Irma Anderson conceded defeat Tuesday and then congratulated her opponent, Gayle McLaughlin, a Green Party campaigner and City Council member.
Anderson said voters had "opted for a few different visions for Richmond." About three-fourths of the city's 103,000 residents are blacks or other minorities.
